一、定义、步骤与类别：
（一）定义：
招标与投标是一种以比价方式进行的大宗商品，技术与劳务的市场买卖行为。
（二）步骤：
招标和投标的交易方法主要有以下步骤：
1 准备和制作招标书
2 刊登广告或发邀请函
3 发售招标书
4 投标准备和投标
5 开标
6 评标
7 签订合同
（三）类别
大概分为以下几类：
竞争性招标（Competitive Bidding)是比较普遍的招标方式，有利于业主找到价钱最合理的承包商。
协商招标（Negotiated Bidding)：业主时间紧迫，业主联系自己较熟悉的承包商。这时承包商易谈得一个好价钱。
竞标与协商相结合的招标(Combined Bidding and Negotiation)：业主邀请熟悉的几家承包商前来投标。
二、招投标活动（Tendering Activities）
大概有以下9个部分。

1) Preliminary inquiry to contractors (对承包商的招标初步意向询问）

10）Return envelope (an addressed envelope for the return of tender to ensure that each tenderer has the same and correct address of the Employer)(回函信封：递 送投标书的信封，为了确保准确无误的送达，上面印有业主的地址）
3.Preparation of Tender by Contractor (承包商编制投标书）
1) Visit and inspect the site(考察现场)
2) Make queries to the Employer (if any)(如有疑问可向业主提出质询）
3) Inspect any information(核准资料）
4) Satisfy himself as to form and nature of the site(承包商对现场的形状和性质感到满意）
5) Collect data from the Employer (向业主收集资料）
6) Interpret the data provided by the Employer(对业主提供的数据资料进行解释）
7) Base tender on the data(根据数据资料编制标书）
8) Satisfy himself as to correctness and sufficiency of the Accepted Contract A- mount;(承包商认为中标合同金额是正确和足够的）
9) Consider the provisions in Sub-Clauses 13. 7&13.8 regarding increase or decrease of cost.(应考虑到合同第13. 7和第13. 8款，关于成本的增加与减少的 规定）
4.Tender Submission (with Letter of Tender and Tender Security)(提交投标书-附上投标函和投标担保）
5.Evaluation of Tenders and Decision on Award (评标与授标)
6.Both Parties agree on the terms of insurance (双方就保险条件达成协议）
7.Letter of Acceptance (颁发中标函）
8.Submission of Performance Security to the Employer (向业主提交履约担保）
9.Signing of Contract(签订合同）
